C. The Poll Watcher's Role In Equipment Testing
Are the witnesses required to be poll watchers?
No.
The witnesses can be anyone the county party committee, municipal party committee, candidate, or civic organization designates.
For the purposes of this guide, we will assume the choice is a poll watcher.
The witnesses are also not subject to poll watcher restrictions such as electioneering and touching election equipment. Not that you should be pawing the election equipment.
Even if the witness is a poll watcher, they are not required to present poll watcher credentials.
The tests are open to the public, so even if the election authority does not send out notice or your organization does not name a representative, as a member of the public you are allowed to attend.
