"Election Officials" is a catch-all phrase that may mean anyone from the State Board of Elections to the lowly poll watcher.

It usually references the people in the polling places who are not voters.

The press will often use the phrase loosely.

"Election Officials" can mean the Election Authority (i.e., County Clerk or local Board of Election Commissioners ).

Election Officials may also mean local election officials who may be county or township officials who maintain registration lists, nominating petitions, voter lists, election judge lists, etc.
