5.I. New Construction.
A rarely seen problem is when an address cannot be found in the voter registration system because it is new construction and the records have not been updated.
It is not the fault of the voter or of the Election Authority, it is a simple oversight.
The problem may be able to be resolved in a timely matter at the Polling Place. If not, it is best that the Election Authority resolve that matter, especially when the Election Authority is the County Clerk.
5.I.1. Voting A Provisional Ballot
Notwithstanding, voting a Provisional Ballot is always the last choice, when time is tight and a trip to the office of the Election Authority is required to complete registration, voting a Provisional Ballot may be the best choice.
This gives the voter up to the end of business 7 (seven) days after Election Day to resolve the problem and provide proper documentation to the Election Authority.

The voter can vote a Provisional Ballot. The voter will have to provide the same information and produce the same documentation as a regular voter registration, and any additional documentation that the registrant did not have available at the Polling Place.
All the registration information will be recorded on the provisional ballot affidavit to be updated by the Election Authority after the election.
For the 2026 — 2027 Election Cycle, 7 (seven) days after the election is:.
- 2026 Primary: Tuesday, March 24, 2026
- 2026 General Election: Tuesday, November 10, 2026
- 2027 Consolidated Election Primary: Tuesday, March 2, 2027
- 2027 Consolidated Election: Tuesday, April 13, 2027
The Election Judge — or the poll watcher, if given the chance — should urge the voter to provide documentation to the Election Authority as early as possible.
In the case of new construction, the Election Authority may request further documentation.
