F. What The Poll Watcher Is Looking For
In addition to concerns found in the polling place, at the central counting facility, the poll watcher is looking for two things:
1. Keep Track of the Vote Count
The tally of votes at the beginning of the day should always be the same as when counting ended the night before.
If the central counting facility uses vote tabulators, the vote count in the morning should be the same as the night before.
2 Watch for Lose, Unaccounted-For Ballots
Every ballot entering the central counting facility will be in an envelope or container that is already counted and signed by an election official.
No ballots should appear lose and/or unaccounted for.
All envelopes or security containers should be unsealed in the presence of a poll watcher.
