If no voter submits a request for review of their provisional ballot within the 7 calendar days, there is no reason to extend declaring the official count past seven days after the election.

Just as, if a voter does submit a request for review of their provisional ballot within 7 calendar days, and the matter is adjudicated promptly, there will be no reason to delay release of the official vote total.

The provisional voter may, within 7 calendar days after the election, submit additional information to the county clerk or board of election commissioners. This information must be received by the county clerk or board of election commissioners within the 7-calendar-day period.
