2.F. What Can A Poll Watcher Touch?
A poll watcher cannot touch any election material.
This includes everything from the ballot box/tabulators and all other election equipment, to the ballot jackets and the pens provided by the Election Authority.
A poll watcher can ask an Election Judge to see an election record, this includes the Election Judge's computer screen.
There are confidential records that the poll watcher does not have access to, but they are rare.

What About The Poll Watcher Sign-In Sheet?
Don't be pedantic. Of course, a poll watcher can touch the poll watcher sign-in sheet when they are signing in and signing out.
However, when the poll watcher is not actively signing in or signing out, the poll watcher sign-in sheet is treated as any other election material. The poll watcher can ask to see it. The Election Judge places it where the poll watcher can see it. The poll watcher can read it but cannot touch it.
